Is it safe to assume that magic resistance does not apply? Since it is a weapon delivered attack. Also, this was a good test of me trying to make a post over my phone.

Yes, it over-rides MR.
The Mace of Disruption
The Mace of Disruption appears to be a +1 mace, but it has a neutral good alignment, and any undead, evil, or denizen of the lower planes take 5-20 points of damage due to the powerful enchantments laid upon the weapon. It will instantly disintegrate skeletons, zombies, ghouls, shadows, wights, and ghasts. Other undead must make a saving throw if struck by the weapon or be vaporized.
Wraiths = 5%
Mummies = 20%
Spectres = 35%
Vampires = 50%
Ghosts = 65%
Liches = 85%
Undead and evil creatures with more HD than Liches save at 95%.
Even if these saving throws are effective, the mace of disruption scores double damage upon opponents of this sort, and even though there is only a +1 bonus to hit, the weapon is still treated as a +2 for damage and for what it can effect.
